margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">The law, published by the government on Tuesday, enables Russia\u00e2\u20ac\u2122s high court to overthrow decisions made by the Strasbourg-based European Court of Human Rights (ECHR).<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">The bill was officially adopted by Russia\u00e2\u20ac\u2122s parliament last Wednesday; now signed by Mr Putin the bill permits the court to review rulings of international human rights bodies and pronounce them \u00e2\u20ac\u0153non-executable\u00e2\u20ac\u009d if the court deems they contradict Russian constitution.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">The bill was drafted in response to a decision by the Constitutional Court in July stating judgements of the ECHR would not be implemented if they contradicted Russia\u00e2\u20ac\u2122s constitution.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">The decision also stated the Russian constitution would take priority over international law.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">Russia has lost a number of cases in Strasbourg and has been ordered to pay out large compensation in some instances\u00c2\u00a0<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">Legal and political analysts in Russia have suggested the new bill may be aimed at relieving the Kremlin of its obligation to pay out \u00e2\u201a\u00ac1.9 billion to Yukos Oil Company shareholders following a 2014 ECHR judgement, according to\u00c2\u00a0<em style=\"box-sizing: border-box; margin: 0px; padding: 0px\">The Moscow Times<\/em>.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">After this judgement, 93 members of Russia\u00e2\u20ac\u2122s State Duma &#8211; the lower house of parliament &#8211; requested that the Constitutional Court explain how ECHR rulings must be implemented in Russia if they do not comply with the constitution, according to\u00c2\u00a0Human Rights Watch.<\/p>\n<div class=\"dnd-widget-wrapper context-sdl_editor_representation type-gallery\" style=\"box-sizing: border-box; padding: 0px\">The Moscow Times<\/em>\u00c2\u00a0in July, Alexei Kravtsov, chairman of the Moscow Court of Arbitration said: &#8220;The court&#8217;s decision only illustrates the mood among the public and, to an extent, among the elites: Russian people don&#8217;t want to fulfill the ECHR&#8217;s decision, including with regard to the Yukos case.&#8221;<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">Human Rights Watch have warned the new bill \u00e2\u20ac\u0153could have wide spread consequences\u00e2\u20ac\u009d, citing that last week the ECHR handed down a\u00c2\u00a0ruling\u00c2\u00a0which found Russia\u00e2\u20ac\u2122s surveillance regulations lacked sufficient safeguards against abuse.<\/p>\n<p style=\"box-sizing: border-box; margin: 0px 0px 20px; padding: 0px; font-family: 'Indy Serif'; font-size: 19px; line-height: 28px; word-wrap: break-word; color: #281e1e\">Many other cases in Russia are still pending with the ECHR.<\/p>\n<p style=\"box-sizing: border-box;
