To fulfill USCIRF\u00e2\u20ac\u2122s mandate to advise the State Department on which countries should be designated as CPC, the Commission researches and monitors religious freedom conditions abroad and issues an annual report on countries with serious violations of religious freedom.<\/p>\n<p style=\"text-align: center; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/i.imgur.com\/PyCz9Zd.png\" width=\"200\" height=\"200\" border=\"0\" \/>\u00c2<\/p>\n<p style=\"text-align: justify; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\">This year\u00e2\u20ac\u2122s report calls on the Secretary of State to designate Russia as a CPC partly due to its continued use of its \u00e2\u20ac\u0153anti-extremism\u00e2\u20ac\u009d law as a tool to repeatedly curtail religious freedoms for various faiths, most recently the Jehovah\u00e2\u20ac\u2122s Witnesses.\u00c2\u00a0\u00c2\u00a0<strong style=\"margin: 0px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-style: inherit; font-variant: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: inherit;\">\u00e2\u20ac\u0153<em style=\"margin: 0px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: inherit;\">The Jehovah\u00e2\u20ac\u2122s Witnesses\u00e2\u20ac\u2122 right to religious freedom is being eliminated through a flawed application of this law<\/em>,&#8221; commented USCIRF\u00e2\u20ac\u2122s Chair, Thomas Reese, S.J.\u00c2\u00a0\u00c2\u00a0<em style=\"margin: 0px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: inherit;\">\u00e2\u20ac\u0153The recent Russian Supreme Court ruling bans the legal existence of the group throughout Russia.\u00e2\u20ac\u009d<\/em><\/strong><\/p>\n<p style=\"text-align: justify; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\">In 2017, USCIRF recommends that the State Department again designate the following 10 countries as CPCs:\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Burma.2017.pdf\">Burma<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/China.2017.pdf\">China<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/2017%20USCIRFAnnual_Eritrea.pdf\">Eritrea<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Iran.2017.pdf\">Iran<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/NorthKorea.2017.pdf\">North Korea<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/SaudiArabia.2017.pdf\">Saudi Arabia<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Sudan.2017.pdf\">Sudan<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Tajikistan.2017.pdf\">Tajikistan<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Turkmenistan.2017.pdf\">Turkmenistan<\/a>, and\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Uzbekistan.2017.pdf\">Uzbekistan<\/a>. USCIRF also finds that six other countries meet the CPC standard and should be so designated:\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/CentralAfricanRepublic.2017.pdf\">Central African Republic<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Nigeria.2017.pdf\">Nigeria<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Pakistan.2017.pdf\">Pakistan<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Russia.2017.pdf\">Russia<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Syria.2017.pdf\">Syria<\/a>, and\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Vietnam.2017.pdf\">Vietnam<\/a>.<\/p>\n<p style=\"text-align: justify; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\">In 2017, USCIRF places the following 12 countries, where religious freedom violations are severe but do not fully meet the CPC standard, on the Commission\u00e2\u20ac\u2122s Tier 2 list:\u00c2\u00a0\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Afghanistan.2017.pdf\">Afghanistan<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Azerbaijan.2017.pdf\">Azerbaijan<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Bahrain.2017.pdf\">Bahrain<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Cuba.2017.pdf\">Cuba<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Egypt.2017.pdf\">Egypt<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/India.2017.pdf\">India<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Indonesia.2017.pdf\">Indonesia<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Iraq.2017.pdf\">Iraq<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Kazakhstan.2017.pdf\">Kazakhstan<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Laos.2017.pdf\">Laos<\/a>,\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Malaysia.2017.pdf\">Malaysia<\/a>, and\u00c2\u00a0<a href=\"http:\/\/www.uscirf.gov\/sites\/default\/files\/Turkey.2017.pdf\">Turkey<\/a>.<\/p>\n<p style=\"text-align: justify; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\">USCIRF remains concerned about the \u00e2\u20ac\u0153securitization\u00e2\u20ac\u009d of religious freedom, citing Bahrain as an example where the government has cracked down on the Shi\u00e2\u20ac\u2122a Muslim majority yet the U.S. administration is lifting human rights conditions on weapons sales to that country.\u00c2\u00a0 USCIRF Chair, Thomas Reese, S.J., said that\u00c2\u00a0<strong style=\"margin: 0px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-style: inherit; font-variant: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: inherit;\">\u00e2\u20ac\u0153<em style=\"margin: 0px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant: inherit; font-weight: inherit; font-stretch: inherit; font-size: inherit; line-height: inherit; font-family: inherit;\">Religious freedom should not suffer under the guise of seeking to ensure national security<\/em>.\u00e2\u20ac\u009d<\/strong><\/p>\n<p style=\"text-align: justify; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\">Some governments have made efforts to address religious freedom concerns. For example, USCIRF does not recommend Egypt and Iraq for CPC designation in 2017, as it had for Egypt since 2011 and Iraq since 2008.\u00c2\u00a0 In Egypt, while ISIS affiliates increasingly targeted Coptic Christians, the government took some positive steps to address religious freedom concerns, although the rest of its human rights record has been abysmal. In Iraq, while the Iraqi government has sought to curb sectarian tensions, ISIS has committed genocide, ruthlessly targeting anyone who does not espouse its extremist ideology.\u00c2\u00a0\u00c2<\/p>\n<p style=\"text-align: justify; margin: 0px 0px 20px; padding: 0px; border: 0px; outline: 0px; vertical-align: baseline; font-variant-numeric: inherit; font-stretch: inherit; font-size: 15.232px; line-height: inherit; font-family: 'Merriweather Sans', Tahoma, Geneva, sans-serif; color: #444444; background-color: #fafafa;\">For years, USCIRF has recognized and documented how non-state actors are some of the most egregious violators of religious freedom.\u00c2\u00a0 The Frank R.
